Lifeline and Link-Up Information For Customers Of Spruce Knob Seneca Rocks Telephone, Inc.
Lifeline is a government program that offers qualified people a discount on their monthly telephone bill. In West Virginia, Lifeline is also known as Tel-Assistance Service. A customer may be eligible for Tel-Assistance if they are a recipient of Medicaid, food stamps, supplemental security income, federal public housing assistance, low-income home energy assistance program benefits, temporary assistance to needy families benefits, or benefits under other income-related state or federal programs. In addition, a customer may be eligible if his or her household income is at or below 135% of the Federal
Poverty Guidelines. The qualifying customer will be eligible to receive a reduced rate on their local telephone service charges. The monthly Tel-Assistance rate is the basic local service rate of $6.00. The Tel-Assistance rate allows a $2.00 monthly usage credit. All usage in excess of $2.00 will be charged to the customer at the applicable tariffed rates. Usage credit may not transfer to successive months. In order to quality for Tel-Assistance, a customer must be certified by the West Virginia Department of Health and Human Services to the telephone company as eligible for Tel-Assistance Service. Eligibility is reviewed periodically and will discontinue when the customer no longer meets the eligibility requirements. Tel-Assistance can be used for one telephone line in the household. No other local telephone service will be provided to the dwelling place of the Tel-Assistance customer. If a customer qualifies for Tel-Assistance, they also qualify for Link-Up. The Link-Up program provides a reduction in the installation charge for telephone service.
